What is Partnerships
for Progression
Partnerships for Progression (P4P) was a programme funded by the Higher Education Funding Council for England (HEFCE) and the Learning Skills Council (LSC) operating between April 2003 and March 2006.
Its aim was to support
and extend partnerships between Higher and Further Education,
with dedicated staff to develop and deliver regional plans of
work in schools, further education and training provider programmes.
It had a regional (and sub-regional or local) structure for planning,
monitoring, strategic direction, staff development and dissemination
and included regionally co-ordinated activities such as summer
schools including work-based learners, mentoring and shadowing.

of the projects that took place.
In addition, it aimed to develop HE in FE and HE progression for work-based learners including Advanced Modern Apprenticeships. This is combined with a national programme of research, evaluation and dissemination. Within all regions there was a sub-regional type structure which was responsible for the organisation and co-ordination of activities.
An explicit aim of this programme was cultural change with Further
and Higher Education. It was monitored by HEFCE and the LSC. Please

more details.
The P4P plan was committed to activity in the areas of:
Co-ordination and management, Widening Participation in Schools and Colleges, Developing Vocational Progression
Pathways, Monitoring and Evaluation, Tracking and Accreditation
and Staff Development for Widening Participation, until 2006.
These will continue to be priority areas for the LIFE Partnership.
